We are in front of city hall on this Thursday morning. The cameras click and there is a murmur of voices as Mayor Garcetti makes his way to the podium with a piece of paper. He adjusts the microphone a bit.

“I’m happy and relieved to say that the winds have died down, so our firefighters can get to the fires and begin to contain them. We’re seeing water-heavy clouds gather above Los Angeles and expect rain to start any moment now.” He says.

And just as the words leave his lips the first drops fall.
